This only ranks their in-water capabilities, so no air generals, skills, or stars are considered (generals like Yamamoto will be placed much better on the air power rankings). In-water means subs, destroyers, and cruisers (not carriers).
Note: Don't focus on overall ranking as much as you do the full and no potential rankings. Those are more important.
As always, this is mostly based on Mr. Beast 's tier list/rankings post.
Placement is their overall quality. First number is their full potential, and the second number is their starting quality. The generals will be separated into tiers as follows. S A B C D E and F.
1st place; 1/1: Donitz. He starts out really strong already, but depot ship is a meh skill, which prevents him from reaching S tier status right off the get go. Compensate for this by getting Explosives or rumour, and he'll be water Guderian.
2nd place; 2/T3: Nimitz. As buddy here's an air general, his skills are more suited for carriers than cruisers, but he's got fleet leader, which isn't for carriers (weird lol). Ace
forces is a nice little perk, but camo is bad, which puts him temporarily below Eisenhower (only briefly). By upgrading him he'll quickly outpace those two though.
Everyone below this line isn't ideal, but can still be worth the medals, and adds points to your squad.
3rd place; 3/T3: Nagumo. Again, he's more suited for carriers (although only 4 air stars), but has fleet leader. He's also got sailor, which honestly isn't that useful but better than ace forces, and shelter (eww) which is basically camo. He's only got one skill slot tho, so not a lot of upgrade potential. Solid add to your roster if you can't afford Donitz (everyone can tho).
4th place; 6/2: Eisenhower. Now I know this may be a bit controversial, but Eisenhower does have one and a half good skills (fleet leader + sailor), which is the same as everyone else above him, plus he starts with four navy skills (although depot and shelter are trash). However, he has no upgrade potential (dropping below all the viable generals in the end), plus he costs an equivalent of almost 3500 medals, so he's not worth the price.
5th place; 5/5: Mountbatten. Despite him always dying as the enemy in those scenario missions, Mountbatten once again has the ubiquitous fleet leader. He also has... sailor and depot ship... plus only one skill slot... plus only 5 navy stars. Not bad, but not great. Get Nagumo instead, as he's better from start to finish.
6th place; 4/7: Yamamoto. Again, a carrier general, this time he sacrifices a navy star for an air star. If you buy him solely for his navy purposes, he's not great (one good skill, which is explosives), plus he costs a ton of medals. Definitely buy him (for his air capabilities), but don't put him on a sub/destroyer/cruiser.
Everyone below this line isn't worth investing in (but if you want you can buy them). They're what you would call "rental" generals.
7th place; 8/6: Kuznetsov. He's actually really good, and could complement your starting roster of Messe and Leeb (if you don't have the medals for anyone else), but as navy generals aren't really necessary until the UN missions, you could skip on him. He's got the most good skills out of all the generals (2.5; rumour+fleet leader, and sailor), but 4 stars isn't worth investing in. Don't upgrade him.
8th place; 7/9: Halsey. I actually don't recommend him. He costs more than Kuznetsov and starts out worse (same stars basically + no rumour). You CAN get him rumour and a fifth navy star, but it isn't worth the investment. Get Nagumo for 300 more medals instead.

9th place; 9/8: Fletcher. Why get this guy when you can get Kuznetsov for 100+ medals cheaper? Plus, you're trading a mobility star + a good skill for 6 extra damage. Don't get him.

I don't know why anyone would get Bradley in general, but if you want to stick him on a ship any time for his stars, go for it. Giving him a navy skill as his wild card makes him "borderline viable", but I'm pretty sure he's an artillery general anyway, so don't do that.
