This is more of a questions for players who have 10+ generals; What does your roster look like? And if possible, what's the reason that you got each general?
Main reason I ask is that it will help me determine which generals will take up my last five spots. In addition, this thread and its answers could also help newer players.

Well I don't have 10 gens yet but I close to it. Anyways here's my plan. Right now I have: Guderian- You know why Konev- The best arty gen Rommel- Absolutely amazing general that can have the s tier tank skills Leeb- Second best arty Nimitz- Very cheap and second best naval general Donitz- The best naval general. Absolutely Op with wolfpack Rokossovsky- Very good combination of skill. Very similar to Manstein if u opt out rumor. Graziani- Machinist guarantees survival and his skill set is really good. This guy is equal to Roko Arnold- best air general and he boosts the team with crowd tactic. I'm planning to get: Dowding- I'm going to make him the economy general to help me in conquests and etc. Yamashita- Best infantry gen. For conquests and invasions Montgomery- I know he's trash but there's literally know one else to buy. When armored assault, 6th star, and panzer leader are given, he'll do insane damage from that + plain fighting.

As previously stated, I don’t have 10 generals but 7.
Konev- my personal favorite of the bunch. Ridiculous amount of damage to those cities with explosives
Guderian- powered up, does 500+ damage to basic infantry. Could probably clear more than half of the 1939 hard missions himself. Hits like a truck, very sturdy, and is able to kill and get away without retaliation 90% of the time. Beast
Nimitz- good naval general, and while Dönitz may be better, he lasted me through the entire campaign, minus the hard 1980 missions.
Rommel- crossfire on a desert tile = sadness for anyone who thinks about attacking
Arnold- good on a carrier, better on a super carrier, OP on any missile silo.
Leeb- second artillery general, hes like a baby Manstein, if he were built for artillery. Graziani- Okay, this’ll sound really dumb, and I don’t recommend it to really anyone, but I sold Rokosovsky for him to beat 1 mission. The machinist helps a lot in the mission I’m attempting, and Rokosovsky just didn’t have the survivability.
Soon, I plan to get Dowding, Mannerheim, Dönitz but I’m trying to upgrade my current before I get them. After that, I aim for Yamamoto and I guess Rokosovsky again? I may also switch Mannerheim to Yamashita eventually to break Siberia.

Though I'm weighing options, I might think about MacArthur instead. The primary reason is to use infantry general to flank and attack weak cities. So movement stars may be more important...Yamashita has 5 to MacArthur's 6. I suppose I could get a mod and compare the two.

I think I sold Arnold to max out Rokossovsky's skills. I'll get Arnold again at a later date.

I'm gonna sell him for someone else next week.

My current and likely final lineup is as follows: Guderian Rommel Konev Donitz-worth the medals past Nimitz, though buying and selling him later for Donitz may be worth it Rokossovsky-the objective 3rd best non-IAP tank gen Arnold- objective best air gen, also has rumor, also cheap Dowding- resources for endgame and CQ, especially for small countries, also helpful for the occasional airstrike
Manstein- tied for 2nd best tank gen for speedruns, not as useful for MW campaign as no rumor, replaceable with Graziani or Vatutin (I would go with Vatutin) Zhukov- same as Manstein, Leeb is a great replacement and is probably better for endgame campaign but Zhukov is better for CQ speedruns
Once these (or the IAP replacements) are acquired there is no reason to have more gens.

Vatutin is too weak. Yeah, Vatutin is pretty weak, but with him, Rommel, and guderian, you can beat all the un missions with at least two stars. if you don't have the medals, I'd say get Vatutin as a rental and then trade him in for graziani.

Vatutin has higher output but for slightly less mobility (but you need to upgrade Graziani to do this anyway, that’s why I would chose Vatutin.

Graziani is a great general, which seems to be underrated. I can't speak about Vatutin because I never had him.
I personally would rank Graziani #2 on my list behind Guderian, simply because of his survivability. In fact, I send him out on his own, just like I do with Guderian. Which is funny, because Graziani was actually a noob purchase when I didn't know better. So that worked out.

From the year and a half I spent with Vatutin, I can say that he's basically Rommel's firepower mixed with Messe's survivability. So he's strong, but will fizzle out quickly, cause his rank succs.

Guderian- Obvious
Konev- Best Arty
Leeb- 2nd best Arty
MacArthur- Good inf/ amazing hybrid
Zhang Z. Z.- Surprisingly good artillery
Rommel- Great tank, low cost
Vatutin- strong tank, low cost
Timoshenko- great support, fast
Patton- seems bad, but acts as a good punching bag to protect Guderian, and complements him
Montgomery- can be a great tank with good upgrades
Graziani- good endgame with upgrades
Rokossovsky- all around good movement, inf, and tank hybrid
I did not choose any air or naval gens, because air is useless, and Monty is an OK air, and navy is important, but naval gens are not necessary.

My current plan for final HQ generals: - Guderian (+rumor and machinist): best tank general - Graziani (+rumor and armored assault): 3rd if not 2nd best tank - Rommel (+rumor and blitzkrieg): 3rd or 2nd best tank
- Rokossovsky (+rumor and armored assault): 4th or 5th tank - Montgomery (+rumor and armored assault): 4th or 5th tank + air support - Leeb (+accuracy): main damage dealer artillery - Konev (+rumor and crowd tactics): main support general and artillery
- Doenitz (+rumor and sailor): cruiser/submarine general - Nimitz (+rumor and wolfpack): submarine/cruiser general - Arnold (+economic expert): ground airforce and economic booster - Yamamoto (+rumor and crowd tactics): airfoce, artilerry and general ground support, or fort-cracker cruiser
- Rundstedt (+rumor and raider): fort cracking infantry, support combat infantry, and air support
