Everything that isn't coloured is unlikely, yellow is uncommon, red is common, and black is almost certain. You should prioritize attacking the black areas (ex. if you start with USSR, send your main generals west) before the terrorists plug up all the waters with their rocket cruisers. However, if you don't have the resources, take the L and perform a war of attrition.
Notes: There are two yellow dots; One in the port beside Naples, and one in the port beside Brisbane. If the terrorists capture the port, it becomes somewhat difficult to take it back, but if you can steal it, or if the terrorists don't take it, then don't worry about them. If there's anything you think is wrong, or think could be updated, please let me know.

Everything that isn't coloured is easy, yellow is medium, red is challenging, and black is extreme. This applies best to the USSR conquest, but the variations aren't too large for other conquests either (after experimenting with 5 different conquests).
Notes: There are two yellow dots; One in the port beside Naples, and one in the port beside Brisbane. If the terrorists capture the port, it becomes somewhat difficult to take it back, but if you can steal it, or if the terrorists don't take it, then don't worry about them. Rio's alright, but sometimes (I'd say 25% of the time) they spawn a titan tank, so you have to build a missile silo in West Africa, which sets you back a few turns. It's not too bad, but if you don't deal with it eventually spam's gonna build up. Also, there's almost no chance you'll get Scandinavia before the terrorists spam there, unless you manage to steal a port. In that case, I guess I'll change Scandinavia to red while leaving the English Channel and the North Sea Black. Middle East also isn't too bad, but it's not Siberia levels of easy. So yellow is kind of like "not super easy, but still manageable".

I stopped in the midst of a conquest, but I used my Soviet troops to attack Finland via Leningrad. Then, I expanded into Scandinavia from there.
Not too bad if you moved fast enough.

I'll change the colours from "difficulty" to "chance of spam", AKA priority.
So if you prioritize the English Channel and Scandanavia, they won't be as bad as if you ignore them for 40 turns.

That's if you play as a 3* power. I tried to continue a 2* UK run. By turn 20+, the Terrorists began to spam troops again. I gave up because my main offensive in Scandinavia would not be able to force a swift capture in time. The rest is spent on defensive measures. My allies were slowly getting overrun which meant that I would soon get overrun. Another piece of advice is to get rid of enemy any salient or lone wolves in UN territory which exists. The once open Scandinavia became a death trap for the remnants of the troops still defending the British Isles. The Terrorist spam in Oslo and Stockholm, especially with titan tanks, would soon overrun the invaders and end my last major offensive. The lone wolves, or remnants of enemies trapped behind allied lines, are capable of tying down precious resources as well.

Yeah, I'd say, if you aren't able to steal a port before the terrorists plug up the ocean, it's pretty much impossible to deal with them without destroying their or your own economy first.

Normally this wouldn't be so bad since the land campaign is going to be the decisive battle. However, when the spam occurs, the Terrorists will attack via both land AND sea. This would further drain your resources given that you need to spend even more to defend border cities.

This is pretty much key to playing any country near Europe...take it out fast and victory is most likely guaranteed.
