Why is Terauchi not a beginner's choice?

Alright, it's been a while since the Tito post. Now, we continue with Field Marshal Hisaichi Terauchi. The guy is worth 925 medals and unlocked at HQ Level 1. I personally don't know much about the guy, but according to General Tomoyuki Yamashita, the Southern Army under Terauchi's command would do the wrong thing or something like that. However, no one in the community gets Terauchi. Why is this the case? Let's find out!
We're gonna follow the same format as last time. First comes a close analysis of the skills, which are crucial to a general. Then comes the competition in Bronze tier among other generals of the same orientation and then Bronze tier overall. Lastly, the savings portion is for... well, seeing why some generals aren't bought, mostly due to favor of others. With that out of the way, let's truly begin.
1. Skills
Terauchi's first skill is Level 1 Machinist, which helps armored units and artillery units regain 3 HP per round. This skill is okay, but at this level it's kind of meh in my unprofessional opinion. However, I will say that artillery units are frail, with Field Artillery having 4 Defense when untouched, Howitzers and Rocket Artillery have 5 Defense when untouched, and Super Artillery and Super Rocket have 7 and 9 Defense when untouched, respectively. The HP for these units isn't also the best either, so some recovery will come in handy. The good news is that this skill can be upgraded when Terauchi is purchased, so no need to worry about only gaining 3 HP.
Terauchi's next skill is Level 1 Shelter, which reduces the damage of missiles by 6 percent. Unprofessional opinion time, this skill is useless for a beginner. There really aren't any missiles in the WWII Europe scenarios and definitely not in the 1939 conquest. Besides, SRB/MRB/LRB/ICB missiles do 60/72/85/100 damage by themselves without the use of nuclear bombs. With Shelter, the damage dealt will be 56/68/80/94, give or take. However, like Machinist this skill can also be upgraded as soon as Terauchi is purchased, but why would you do that early in the game, where missiles aren't even a big threat?
Terauchi's final skill is Level 1 Accuracy, which gives artillery units an extra boost of 6% additional damage. This is probably Terauchi's best skill, as it's one of the skills an artillery general needs in order to be good. To give an idea of how the skill goes, we're gonna use a non-stacked Rocket Artillery that hasn't been upgraded, which does 42 damage. The base damage + Accuracy's 6% (which is 2.52) + Terauchi's additional 4 stars (18 more damage according to the game) = 62.52 damage, but because I like to round we're gonna go ahead and say 63 damage. It's either that or the base damage + Terauchi's additional stars + Accuracy's 6% = 63.6, rounded 64 damage. I personally have no idea which one of the 2 is correct, but I honestly prefer the first formula. Unfortunately, this skill cannot be upgraded until it is unlocked at WWII Europe Axis 07 Operation Barbarossa Hard.
TL;DR Skills seem to be okay except for one
2. Competition
Competition for an arty general in Bronze is limited to 3 others. There's Pietro Badoglio with 5 stars in Artillery when purchased, a higher rank in Mayor, with Level 1 Artillery Leader and Artillery Barrage and Level 3 Shelter. However, this one costs 320 more medals, but I personally don't know which one is better. I'd say Terauchi due to Accuracy, but that's just me. Another artillery-ish general is Charles de Gaulle, who has the same amount of stars when purchased, and a higher rank than both Terauchi and Badoglio with the rank of Colonel, and skills of Level 2 Artillery Barrage, Level 3 Entrenchment, and Level 1 Rumor. However, de Gaulle is 225 medals more expensive, which is 100 medals less than Tito's price. I once again don't know which one is better between the two. However, there's still one general left, and that general is Thomas Blamey. 3 Artillery stars when purchase, same rank of Captain, and Desert Fighting, Artillery Leader, and Artillery Barrage. While Blamey cannot have the 5 star potential in Artillery like Terauchi, he's 210 medals cheaper, and seems to be a popular beginner choice if I'm not mistaken.
Throughout all of Bronze tier however, there's always going to be one general that prevents anyone else from being a first choice. I'm talking about the great, almighty, Josip Br- just kidding. Pretty sure we all know that I'm talking about the undisputed king of Bronze tier, Giovanni Messe. Needless to say, some people also buy Claude Auchinleck as their first general, and as mentioned before, Blamey is also bought as a starter general. Maybe even Henry Crerar, although not as popular as Messe due to his infantry orientation. Messe is 375 medals cheaper, Auchinleck is only 100 medals cheaper, and Crerar is cheaper by Messe's price of 550 medals. The only one that can be seen as real competition is Messe throughout all of Bronze tier, though.
3. Savings
Alright, this one I'll keep short and simple. Not because I got tired of typing, but because this section can really only be taken up by two generals. We all know we could save up for Guderian, Rommel at 40% discount, or Vatutin anyway. Why get Terauchi when for 440 medals more, there's everyone's favorite beginning artillery general, Wilhelm Ritter von Leeb (I know I didn't type the full name of the other generals, but "Wilhelm Leeb" just doesn't sound right)? If the player is patient enough, for 668 medals you can get Ivan Konev at 40% off at the price of 1593 medals, just 228 medals more expensive than Leeb? Konev is the undisputed king of Artillery and Leeb would be next in line as successor due to the skill slots they have (Konev can have Rumor and another skill of your choice, and Leeb's skills are already great but need Accuracy). Just like in Tito's case, compared to those guys Terauchi is nothing but another general waiting in the HQ.
4. Conclusion
Terauchi is not a bad general exactly. Hell, I'd probably say he's one of Bronze's best generals. However, his skill in Shelter holds him back slightly while Machinist and Accuracy are passable. Being in the same tier as Messe is already a bad sign for any other general to begin with. Lastly, two far superior options in Konev and Leeb prevent anyone from actually "recruiting" Terauchi.
