Yess you are right.
I'm adding step by step additional Information as far as I know.
One very nice effect of Leadership I want to share:
In some missions you get (some of) your troups in bad morale:
If you move a general with leadership on bad morale in a flanked position, leadership tiggers and brings the morale up to normal. With a snair you can directly attack.
I used this effect recently in Revenge the British and Safe the colony very sucessfully.
