Okay, this’ll be in two parts: a purely defensive scenario and a defensive/ offensive parts, and each will have the best current general for that scenario
Part 1: the ultimate defensive general... This general would have to be a tank general, as that unit had the highest defense (on land) So, 6 panzer stars. Also, ima just throw in 6 air star just because Next: the skills Lvl 5 cover, lvl 5 entrenchment, lvl 5 shelter, lvl 5 camouflage, lvl 5 machinist, with medal He takes 30% less damage from airstrikes, even less from missiles, 30% less from artillery and overall a 12% chance to take 10% of the original damage. Plus, he’ll heal 19 health per turn, not bad Now for the city. Capital level city, lvl 4 rocket air defense, range boost optional, and a broadcast tower to ward off guderian, and a lvl 4 supply depot for the +16 health. So, with the air defense, the missile damage is almost nonexistent, as the -40% bonus stacks with at least the -30% of shelter, rumor doesn’t work, so you'll have to solely rely on Blitzkrieg to win this, as artillery has a damage reduction. So, this guy won’t take much damage from really anything, especially is cover ever activates. If only Kotick was this good. He also heals about 35 hp per turn, so uh, just give up.
Now, the general I feel best would fit this is actually Patton. He already has 2 of the skills, and has 2 free ones. however, you get tide of iron instead of machinist, but that can be removed without too much trouble. He also gets 4 air stars, for any airstrikes conducted from him. It’d be expensive, but in theory you could do this.

Alrighty then, here’s part 2 to the “Ultimate Defensive Scenariooooooo” thingy I’ve been researching too much into Now, for the damage output defender... Skills: Lvl 5 crossfire, medal boosted, lvl 5 panzer leader, lvl 5 armored assault, medal boosted, lvl 5 plain fighting and lvl 5 street fighting, medal boosted But why street and plain fighting? One reason: they do stack That’s an extra 50 damage right there. Whats even better is that they are both boosted by the same medal, adding 26 damage to the insanely high +50. That, combined with a 40% crit rate and 48% extra damage, it’ll hurt a lot. And the crossfire boost, like an extra 60% damage, plus the +30 from the stars, it hurts tooooooooo much. The city setup is the exact same.
Now, for the general that best fits this one, I would say Montgomery is the best pick. He had crossfire and plain fighting, so add street fighting and armored assault and he’d be good to hurt anything. Who knew? Patton and Montgomery are actually useful to me!

I would say that Montgomery is a good addition as Fifth General Panzer

Surround the city with 6 double-shielded rocket artilleries, each possessing an anti-air missile, so the air damage reduction stacks.

Ok, here we are, almost a year and a half since I created this. I’ve obtained both Montgomery and Patton, but I’m here today to talk about Patton. I’ve got his defensive skills up to level 4, but to be honest I don’t see much of an improvement. Sure, artillery hits slightly less hard, but when fighting the terrorists that do 200+ damage, that only brings it down to like 150 with level 4, and that’s not better than having just blitz in the first place. As much as I tried to give Patton a chance, he just sucks all the way around. You don’t need a defensive general that can’t dish out damage, which is why Monty is much better.
