I don't use Android to mod, sorry I don't know of any graphic apps. Though Im sure someone knows of them. The best option is to use gimp on PC to edit unit textures.

YOU have to use!! This tool also creates the pkm/XML files.
I am sure Easytech uses this tool for their development. (Or 100% the same in Chinese that I can't find)
It will drastically improve your modding performance!!! (And I believe its free for you)
The advantages are overwhelming:
It
- is much easier to edit single texture files.
- no more size limits! If a texture is a few pixles bigger or smaller - they will work correct. (Units all - UI changes may need code adaption if you change the size of elements)
- no more placing inside the library anymore, you just create the textures, even just as psd - no export.
- All files are up to date and exact. (.png, .pkm, .XML)
These are the reasons in general. We used scripts to build spritelibs for wensites. But the tool
www.codeandweb.com/texturepacker has a lot of comfortable extras, and it creates the pkm-files (and the iPad-format)
When you edit a library graphically, transparency artefacts that appear in nearby sprites badly affect the graphic card performance - This is not the way if you want to do more than two changes - believe me !
