Is he any good as a naval general and air? Also, what units is he best on?

I don't think Eisenhower is a genuinely good general. Perhaps you can use it on an Aircraft Carrier or as a 3rd naval general, placing it on a Cruiser.

I might get one of the iaps, I have some extra money on my account, was looking into naval/air first. If he's not that good I may think about Manstein instead. I'm not a fan of artillery with limited movement so I'm skipping over zhukov.

I have manstein and zhukov on one of my accounts and they are both good but manstein is a beast. I tried eisenhower out but he didn't do very much, so for naval and air i would save up and get nimitz or yamamoto, as you can wait to get gundirean later, ( On the account with my two IAPS i got nimitz first and then went onto gunderain and konev.)

I have Nimitz and Guderian already. I'm specifically looking at air generals. I may complete my roster with Manstein and air/naval generals, I have five open spots. So Manstein, Arnold. Is Patton or Montgomery any good as a 6th tank general? The generals that I have: Guderian Graziani Rommel Rokossovsky Konev Nimitz Dowding Possible generals: Donitz Manstein Arnold Yamamoto Patton Montgomery It's also possible I could consider selling Konev for a true Infantry general, as infantry would be more useful in flanking the enemy. That would be useful in conquests like ROC 1950.

tristanknight, avoid Eisenhower as much as possible. Yamamoto (my preferred navy-air-minor arty hybrid) is better. If you are aiming for a pure inf unit, Yamashita's the one.
Not sure about Patton Vs Monty, but I'd honestly look out for supporting defensive traits in gens at this point since he's your 6th tank gen.
