No idea. Unless these locations are located close to one another in the USA or anywhere else on the New World, the map doesn't make sense.
Plus, the faction colours are wrong and to make this worse, Napoleon is commanding a British arty unit against France.

The names on the map are wrong too. It looks like there is a single formation and a double formation of most units. My guess, it was someones scratch work they forgot to delete.

Everything is wrong - it looks like a test mission from ET.
The mission1_02b is included in all original EW4 (V1.1 - 1.6) and in all mods I've seen.
I was curious, so I added it to see. I just want to share my found. Everyone has this mission, but it's hidden. The shop is worth a visit.

The mission is part of any EW4 installation. Also your EW4 John MarstonI don't think so, that there is an ingame way to see this campaign. I was always curious, what a campaign this is. When I started modding I activated the mission to see what it is. My mod have watermarks, so I never can accidentally mix up mod and vanilla screenshots. The British Napoleon is - let's say, rare. It seems to be an example mission. A help for modders to see how the .btl-files are coded. For example the value of panic etc. are to check here. There is no need for this mission - it is just there. PS: Two other EW4 missions were planned, but never became a part of EW4: Conquer the North AmericaThe empire's troops have swept Continental Europe. Most European countries are bowing to our empire, but some remnants have retreated into Spain and planned to launch counter-attacks in alliance with Britain. commander, here comes the emperor's latest order for you. Eliminate any enemy who dares to defy the empire! Dominate EuropeWe've smashed European coalition forces and conquered most of territories. Remaining countries have assembled, trying to make desperate struggles. Though they've suffered great losses, we're still outnumbered. commander, if you can defeat coalition forces again, we will ascend to be the new dominator of Europe. |

The campaign, based on the positioning of the French and British armies, seems to be a representation of Wellington's invasion of France following his victory in Spain, in the closing hours of the Peninsular Wars. Although I totally believe that it's a testing mission not intended for real gameplay.
Ignoring British Napoleon, this is relatively accurate historically (also ignoring the steamboats, armored cars, and gatling guns), this being one of the only theatres of the wars to use rocket artillery. Just add the Spanish and Portuguese armies with Britain and we have a real winner here.
Sadly, Wellington only got to drive Soult from Toulouse before Napoleon surrendered, but at least he got old Boney at Waterloo!
