Anybody know why it wont let me build ships in the 1861 challenge conquest. I have ports in level 4 and 5 cities. Plenty of funds too. It wont even bring up the anchor to open the ship buying window. It is really pissing me off. Especially considering in 50 turns in.

If not, an allied held port cannot be used to deploy ships unless you retake it. |

Yes I was the south and could not build a ship in Houston. Maybe the french took it and made it "dead". Ill try to put a unit in there then moving it out to claim the port and see what happens
