To get perfect, it's a bit of a challenge, so I'll go over how I do it.
The first issue is population.
Replace the residential district villa upgrade with the amphitheater upgrade.
Upgrade Brundisium to level 4.
Delete the upgrade on the port for extra resources.
Assemble your units near the coast, but make sure they dont get hit from land. Land most units a couple tiles south of Dyrrachium.
Leave the swordsman from the west behind in Brundisium, and deploy an extra unit onto him later. He will fight units that arrive from the south east by sea, including strong generals.
You will soon get 27 culture (make sure you dont spend any on tactics), enough for the Imperial Guard technology to improve the population issue. After that technology, get Governor tactics.
Have some units go far north to attack the navy general, preferably from land.
Once you have taken Dyrrachium, upgrade it to level 4, and make sure not to send all your units east. Leave a bunch behind to destroy any units lingering around, and to prepare for the massive invasion from the south. You might have some economy by now to deploy some units in Dyrrachium.
Make sure to focus on destroying the 3 generals who will probably mostly be at sea, lowering their morale through flanking.
