Xda developers is a popular site but a good amount of their material can get too technical for the average person.How easy or how hard rooting your phone is depends on its make and version. Again there is no such thing as 100% safe rooting,there is always a chance of something going wrong with any rooting process or application and making your phone unusable.Frameroot.apk is no exception.It's just that in some cases the risk is small while in others it is significant. I havent used this app but I would bet they have a disclaimer saying "use at your own risk,we are not responsible for...blah blah blah "
XDA staff even try to help rescue some failed rooting attempt that bricks phones.Just google "frameroot bricked my phone" and you will see a few of these reported incidents.

For the final time,there is a risk to rooting,it is a documented and proven risk and the OP needs to know about the small but real possibility of total or partial failure.

In fact I'm writting from a rooted phone which is my 7th device which is rooted. I have never bricked(I have bricked my phone 5 times and not by root) my phone just by rooting it. I and about other 75% of xda devs will say if you are rooting with tested material its almost impossible to brick even softbrick is very rare just by rooting. apps which use root is not that rare ocasion... thanks to someone who banned me it's too long to write any answers.
