I just completed the punic wars conquest and I have ~700 medals, I only have commander as an archer general, and I am stuck in battle of Segovia, in a thread here some time ago, I was suggested to buy Pacorus or Commius, However I thought that I should try to get more medals,

Should I buy a top-grade cav general or should I buy Pacorus or Commius and use the leftover medals to buy a crappy inf general?
