From my experience so far, it seems that submarines are now the key to win any naval combat. Submarines have superior movement (together with the destroyer), thus they can outrun and outmaneuver the enemy. Especially in Army Group and many campaign missions, where naval tiles are limited. They also ignore the defenses of enemy ships. Meaning they now deal high damage against ALL ships, including destroyers, while the enemy can’t retaliate when attacked by a submarine. Destroyers also no longer deal extra damage against submarines.
The only disadvantages submarine have are low health and the range. But because of the high movement and often little room to maneuver, they submarine can often retaliate, when the enemy attacks. And because it ignores the armor submarines deal a lot of damage, while the enemy can’t retaliate.
Though I don’t know how they hold up in the pacific theater, as carriers might be the key to defeat them with carrier based naval bombers.

Though I don’t know how they hold up in the pacific theater, as carriers might be the key to defeat them with carrier based naval bombers. w There’s also the fact that the torpedo bomber don’t really that much damage to cruisers and battleships, since these have AA armament, so having submarines is vital if you want a quick victory against these ships.

Yea submarines can come in handy in the Pacific 1942 campaign. Carriers can be a problem to them due to their low health like you said, but they're still pretty efficient.
