If your allies leave cities, stables, ports, or industries open then take them. If you take 2, they will have the chance to turn neutral. Make sure you save before taking the second one, otherwise you might steal 8 places and they remain your ally. After they turn neutral, if you attack them twice they have a chance to either become Green Team or join the enemy team
