The German Flak is most helpful if you lack an anti-tank specialist on Army Group mode, something very important when the enemy starts spamming armour and mixed armies.

All of these are pretty interchangeable except the da 90. Even with the 88 I’m not usually attacking armor w infantry, but the da 90 on a naval battery can do some damage.

I think it depends on the purpose that infantry unit will serve.
If its defending a city that often gets air raids, clearly the 85mm 1936 is the best one, as it offers the highest air resistance for them and the troops surrounding it, also while having the higher armor bonus, making it last longer from any damage source.
But if its gonna be added to a general, if its going to be defending a beach, da 90/53, if its going to be facing mostly armored (ideally tanks, as armored cars and heavy tanks have dmg bonus against infantry), then 88mm Flak, if its against infantry or artillery, 90mm M1A1, but for this latter case, I would argue it would be better just getting assault Special Force instead.
IMO the best value (and worth raising) are the Soviet one and the German one, followed shortly after by the Italian one.

A- 85mm M1939 - Best if you are going to use it as an AA Gun. Excellent defense and air defense.
B- da 90/53 - This reminds me of a certain artillery... Highly recommended.
C- 90mm M1A1 - By far the best offensive AA Gun. Excellent perks and offensive stats.
D- QF 94mm - Great, An honest to goodness mix of offense, defense, and Australian pride. Hugh Jackman would be proud.
F- 88mm Flak - The worst AA. When will you attack tanks with AA? Use a Antitank instead. Also lowest vision.

Ok,this was hard 1)90mm M1A1:perfect stats for his role, skills are also very useful 2)Cannone da 90mm/53:like the previous one but with better defense, the attack against ships makes it very useful for garrisons (laughs in me that I use it against tanks hoping that it has anti-tank skills like in real life) 3)QF 94mm AA gun:Like the 90/53 but more static and with more hp 4)Fliegabwehrkanone(FLAK)88mm:unlocked early and has anti-tank capabilities, good 5)85mm M1939:Have the best AA skill,but it lack versatility
Anti-aircraft are the most useless forces in the game, AI hardly ever uses planes and using them involves spending money, I think that to make planes relevant as in real life you should add them as separate units stationed in airports, something like it could be done also with ships.

Interesting I would rate it in the complete opposite way the you have, but I understand your points.
