For normal mode, the main objective is to take the 2 target cities.
1. The Rhine grinder
Send all your troops to assist Roon. Upgrade your starting capital city to lvl 5 and only upgrade the Military Academy, Market and University to maximum. Spam Spy to disable the front line Large Fort.
If need be, swap between spamming light cav and militia. Remember to flank the enemy troops for greater effectiveness! Should the city fall, recapture it.
Save your resources to upgrade the city and deploy a rifleman in the same turn to enable its survival. Spam rifleman.
2. Counterattack
When Trochu falls, there is a 2X morale drop. Flanking any French units will send them into confusion. Take the chance to launch an invasion of the French border city. Use the Blasts on the city. You MUST take it to earn the 200 Gold bonus.
Your allies will assist you in defeating the initial French invasion and the attack on Trochu's city.
3. Bazaine and the French strikes back
Spam rifleman and light cav to hold back the enemy counterattack.
Your allies are likely to be marching on Paris. Support them with Spy and continue to spam Spy. If you have extra Knowledge, research a Blast.
4. Southern hook
Attack the SW target city and take it. Don't forget the enemy stables on the south!
Swing towards the city with the next bonus Gold. Take it and spam arty.
Use Blasts to weaken Paris' defences and Force Marches to send troops to Paris ASAP.

I got a cheap artillery general for this, that was very useful. I struggled without artillery general.
