Definitely no. Only carpet bombing and air force leader works on air. That's why on air generals economic expert or crowd tactics is recommended. Naval air generals suck, you don't put air general on aircraft carriers, especially in the end games. |

The exception to that last statement is endgame Domination Exercises and Battles which features amphibious assaults. |
