We all know that it's coming and now, it's here. Their historical rivalry stretches to this day and in GOG3, they almost look identical in terms of raw output and skills.
Who is better overall? Who is a more useful 1st gen?

Overall Govorov is better since his accuracy is at lvl 2 and he has higher mobility, and I think that both are essential generals to get early game especially for f2p players. Personally I saved up for Leeb first but one can easily argue for getting Govorov first and having Guderian as the axis gen.

Has there ever been a rivalry? Govorov won GoG and WC3, and Leeb won WC4, all by a significant amount. I'd say Govorov > Leeb but you'll eventually get both. Plus Guderian isn't super hard to get since the allied campaigns aren't quite hard and you don't have to reach far in axis to get Guderian as the first general.

No doubt govorov is the best allied general you can get early. In the case of axis leeb or guderian both are good options, but i would pick guderian first.

Identical price, identical skills, identical stats, identical roles My opinion? Get both but I'd say Leeb first since the allies provide you with chuikov and Alexander who are both very capable substitutes for Govorov and the axis only has bock

Imo, Govorov is stronger than Leeb but, since Chuikov is given for free, we can definitely make it through without Govorov. So it is just a matter of when you want to hire him.

I had to choose time ago between Govorov and Leeb.
Price was almost the same, so its just looking at value. For the Winter Campaign he is unlocked in, Leeb does better, as snow tiles do not give him the extra damage bonus (+10 damage), and pure plain tiles are not so common. Leeb skill does grant his other skill (+12 damage) on any tile, but it will only trigger when attacking, not when counterattacking. So looking just at that skill they differ in, for that campaign, its a clear win for Leeb but I'll give it a slight win to Govorov if you consider more common scenarios.
But what made me choose Govorov is its double the chance to reset compared to Leeb. Damnit, I have attacked 4-5 times not once or twice, but a few times already, and its so satisfactory when it happens, hitting like a truck with its Katyusha. Its not rare I restart a mission once and again until I get him to at least double attack on the first round, as it makes a big difference. Happy to make it with a 24% rather than a 12%.
As a side bonus, Govorov also gives one extra movement point compared to Leeb.

Personally, I bought Leeb first because the Axis side of Eastern Front is pretty brutal but I also just bought Govorov and he is super good and I regret not buying him earlier

Govorov because he has access to katyushas. If RNGesus smiles on you and you can string artillery leader triggering a couple times in a row Govorov can just lay waste.
