Precisely. Star levels are optional, but they are the ones that more commonly unlock ST (normally one you get to use in that campaign)

This game breaks a whole campaign into a bunch of smaller campaigns, being the star level the end mission of each, which you can skip. I see nothing strange in that screenshot.

I know this, but if it was a star level, Then why can I skip Battle of Kiev since having a look at the previous missions. The secondary objectives only relate to Barbarossa (South) and not Kiev.

Unless Kiev is just given to you.
