The weakest of the 3 IAPs imo but he does have the most utility out of the three, crowd tactics is situational, army group is amazing, and idk how good inspiration is because I don't experiment with morale skills to much so yeah

I use Eisenhower and I think he's pretty dang good. He's got 4 stars in air which makes him a great paratrooper, just air raid and then jump in. Infantry is also the most common troop type in the game and that 15+ damage & morale boost aura will do a lot of good. Given the fact that infantry can equip things to make them stronger against pretty much anything you can give Eisenhower's (3 stack somwhere around 70-88 damage) unit a special with 42% buff on top of the extra damage given against armored and he will obliterate.

His 4 stars on navy and air are quite underrated IMO. With his skills I assume he would be great in a lot of naval campaigns in 1942 and in the future 1945.

He is the most versatile general in the game. He is not the best infantry or navy general, but he is always one of the better options.
As an infantry commander he can either be a fast attacking unit (motor infantry, cossacks, patriot, all good choices) or you can plunk him down with 85mm or 88mm AA unit and have him defend. He is cheap to resupply and reinforce so he should almost always be able to proc crowd control. The aura isn't that useful because infantry waves (or waves of anything) in this game aren't as much of a thing as they were in EW6, but paired with a good infantry commander like MacArthur or Yamashita, your infantry can actually spearhead attacks to some extent and this is most useful clearing out those land forts that you don't want your artillery or heavy tanks fighting.
As a navy or air commander he does not have any special skills but he still helps add a little more attack. Looking at it another way, Eisenhower is as good a naval commander as Cunningham. Not great, but on those navy-centric maps clearly better than nothing and he will be a prime candidate for a carrier commander.
I would go a strong 5* because he will be used in every mission and if I only have one infantry commander, I am taking Eisenhower's +40/50 attack over MacArthur's +20 and bonuses or Yamashita's +32 and bonuses.
