Since we get 6 medals a day, I’d recommend going the long route and upgrading it all one by one

normally Inf, Armour should be 1st priority, art 2nd priority, air 3rd, navy priority last. When you reach Pacific, navy priority should be 1st/2nd priority with air 2nd/3rd.

Infantry and Tanks should take prio on your spending.
However, upgrades hold similar value with eachother, but the price raise (meaning its not a fixed value, the higher you have one, the more it costs to upgrade it further, therefore reducing every upgrade efficiency)
You should at least 3-3-2-1-1 when starting the Pacific Campaign. There however air and navy are more important than the rest of campaigns, so you should raise them to 2-2. Then keep on upgrading the others. To give you an idea how I have mine currently (halfway Western Front 1944 > 6-6-3-3-3. And my next points will be spent on artillery. Infantry is so common and often have to be restocked as they take the most damage, so each upgrade makes them the most cost efficient. Tanks are just the real carries, relying on big hits and resets. Artillery is solid too, though is the most rare of the 3 land troops, and its normally also the most unlikely to counterattack and take damage, so health, armor and damage upgrades though useful, they're clearly not as much as on the other two.
