I can't pass this scenario. I sink all the ships and fail every time. It says hold 3 positions but what are they. There's nothing shown on the map.

I’m sure someone told you already. They are Scheer, Looff and Maass' battleships along with two unmanned battleships, each in the two remaining battlegroups. Defeating each Admiral would give you control of a certain fleet and inflict a 2X morale drop on that admiral's fleet. Simply flanking the enemy at this point to send them into confusion. The exception is that Tyrwhitt's defeat does not give you control of Scheer's fleet and Scheer's fleet is the only "autonomous" or "independent" fleet.
There's a 50-50 chance the unmanned fleet could destroy Watt's ship. If it does by turns 3-4, that enemy fleet would have a 2X morale drop along. You'll also be able to control Looff's fleet. At the same time, work with Scheer's fleet to cripple Paris' fleet. Paris' defeat allows you to control the other unmanned fleet. If Watt is yet to be defeated, do so now. Beatty's defeat by Looff's fleet will give you control of Maass' fleet.
Keep in mind the subs' advantage against ALL ships and the destroyers' advantage against subs. Except for subs with their 1 hex range, all other ships have 2 hex range. Exploit this to flank certain ships while firing on a different target ship.
