I think carrier is just meant for pummeling coasts. Also if you have a two stack, you can attack twice per round being able to cripple the ships morale especially if you have a general with dive bomb.

i believe that they didnt give enough attention to naval combat and you can see that because the lack of special forces for navy ,and in my opinion carriers and all air force action are useless unless you have nice generals.
