Cannot be finished, twice I eliminated all units, there were no units anymore, lost anyway .. possibly bug

Looked everywhere, twice played, even used search planes on every hexagon on the map - no results

I'm pretty sure there's some units such as ships in the sea or some on some southerly islands you missed. Yeah. How about the various engineered structures on land? There may be garrisoned troops there as well. |

I had the same issue today. Not a unit left on the map but it wouldn't end.

I played this again today. I wiped out all units by turn 24. Couldn't find anymore units. My allies were just skipping their turn. In the process of moving units around the map to look for the enemy, I realized there was a city tile not under my control. I captured it and the battle immediately ended.

Some of the 1940 Eastern Front campaigns do have similar objectives, but it usually ends without the need to capture all facilities, IIRC. |

I am not sure about it , but it looks like you have to kill McArthur to win it. If he manages to escape you basically failed the mission (but you can still play)
