Also, can generals be upgraded like in WC4?

Generals cannot be upgraded sadly.
As for the general, I would suggest to get an artillery like Govorov since your starting generals are quite meh.
If you cannot get Govorov yet, you could go for Montgomery and give Leclrec the infantry.

I personally recommend roko as your first general although monty, govorov, and vatutin are good alternatives aswell

But now that i have Rommel as my axis gen, you want gold tank commander skill for heavy tanks. Tanks have a default chance of atacking again after killing the enemy but the skill isnt repetitive at all, atacking several times whit heavy tanks is simple OP. Vatutin doesnt have this skill, and also lacks blitzreig skill(best for normal tabks). Roko is the best allies general for heavy tanks, Mont is a solid second option only for his gold tank commander skill. Patton is the best in normal tanks, he is also decent for heavy tanks but has only half chance to atack again compared to roko or mont.

Generals cannot be upgraded or fired. Makes the game less dependent on generals overall, a great move by ET. Now I dont need generals to take down artillery/tank generals, I can just use normal units Generals also have no health benefits: Even with a general your unit will still have the same health as before Also forces you to plan wisely with your limited medals since you can't fire and get medals in compensation.

If you cannot get Govorov yet, you could go for Montgomery and give Leclrec the infantry. You need Patton, not Vatutin or Roko. Blitzkreig is a must have for your first tank gen. Increases survivability by a significant amount. Helpful in campaigns where there's a lack of factories or lack of funds. I have the IAP gens so I had Manstein, he has blitzkreig. I decided to get Vatutin and Montgomery before I got Guderian and Patton, let me tell you those latter two gens beat the hell out of the utility of the former two. Guderian and Patton really are better, not that the others are bad, just not as good on med tanks imo. Heavy tank Monty is good because pretty much as low as one health he will be fully restored when replenished. Vatutin against armored, but for some reason I find a dragoon corps car supporting another Tank gen he is best.
