Disclaimer: this is made in the update that makes Weserübung easier. This guide will not work in the original version.
I will be breaking this guide into 3 groups for simplicity's sake. These groups will be Jaegers, navy, and mainland.
First Turn
Mainland
Put Messe on the Armoured car, and Bock on the artillery. Move Messe to the top left of the enemy Armoured car, and move your bottom infantry below him. Move Bock to the top left of your city. Attack the enemy Armoured car with Bock, Messe, then your infantry. Move your other infantry above Bock.
Navy
Move both ships up as far as you can. Use your battleship to attack the enemy ship.
Jaegers
Hold the jaegers for this turn.
Second Turn
Mainland
Move Bock into range of the enemy artillery. Move your infantry next to the artillery. Attack the enemy artillery with your troops and take over the city where the artillery was with Messe, and attack the city next to him.
Navy
Move your ships as far up as you can, and attack the same city as Messe with your battleship.
Jaegers
Attack Copenhagen with fighters, paratrooper student in and attack the enemy in the airport, then paratrooper Rundstedt into the airport.
Third Turn
Mainland
This is going to be the last time I mention Mainland. Focus on taking the mainland cities for the gold production.
Naval
Move your submarine into the enemy port. Move your battleship up and attack the city Messe is next to. Take the city with Messe.
Jaegers
Paratrooper Rundstedt next to the enemy airport at the tip of the peninsula, and attack it. Paratrooper Student next to the airport as well and finish off the enemy troop there (if the infantry is already destroyed then paratrooper student into the airport.)
Fourth Turn
Navy
Move your submarine and battleship towards the left. Makes sure the battleship isn't next to the port so you can build the 120 cash battleship.
Jaegers
Attack the airport in Norway with fighters, and paratroop student in. Attack the enemy city with student, and paratroop Rundstedt into the city (if the infantry in the city isn't destroyed, paratroop Rundstedt next to it and attack. Take the city next turn.)
Final Push
Navy
Move your submarine foward as far as it can go. This should reveal Mountbatten, who you have to destroy. Move your battleships into range, and attack with your whole Navy. Attack until turn 8, it will be highly damaged by then, finish it off with 2-3 torpedoe bombers from the Norway airport.
Jaegers
Hold until round 8, then strategic bomb Oslo (scout it first if you have to) and paratroop a Jaeger into the city. This should be done after the Navy phase.
