simple fix, read this guide

So first take a turn to assemble your strenghts into 2 or 3 full (6 units) armies, now since that your only enemy is romania this is easy to do, now use your ship to capture all the ports in the Black Sea, use your 2 generals to destroy Romania and Bulgaria within 8 turns, from there attack Hungary and start creating new armies, you should also be using Call of Duty as many times as possible to use them as meat shields and to take empty provinces.
IIId Reich
now by this time you should be exposed to the south and center german armies , I would council you to use your best artillery general on a heavy artillery with Katshusya but this isn't necessary. From 3 armies, 1 going to warsaw, 1 to Dresden and 1 to Vilnus each should be equipped with at least 2 armored units, 2 artillery and 2 tanks but these can be remplaced by the better units of their respective types ( from armored to tank as an example)
German Army Group North
now if you have followed my instructions your army going to Vilnus should be facing off with the last real threat Army group North, the others should march to the sea and finish off what is left of the other army groups then should take care of the ports and such. The army in Vilnus should create 2 new armies composed of the same things as the earlier armies. These new armies should go in these 3 directions: Riga, Konisberg and Novgorod. the army that goes to Konisberg should then go North to join up with your amry at Riga.
Winter War
Your army at Riga should clean up the little peninsula north, and the one at Novgorod should go to Leningrad and Pertozavodsk, from there you just push through Finland.
