1. Is a general star and an item +1 equal? So is a +2 item equal to 2 stars? If not can someone explain the difference? So for example does a bayonet +1 have the relative same effect as using a infantry trainer in the short term?
2. Is there an ideal movement total for cavalry? By ideal I mean one that balances cost of implementing with overall benefit. Is getting golitsyn to 5 stars movement the best bang for my medals?
Question 1 is for question 2 but also for me to decide if getting lower priced options while I build up my generals is a good route to make them stronger until I save up more medals. I hhave a 5 star merchant so trading items is cost neutral.

Stars are better than items I think. Golitsyn is really a good deal.

1. Any other weapons<star<+6 weapon. 2. Best fort smasher is Sulkowski, you can buy him in the beginning until Lan comes. Best killer in origin is Golitsyn, with 5 stars and 3 movement, a choice for last slot. If medal isn't problem, Berthier is the best cavalry in tier-2, can be compared to tier-3 generals, but costs 4500+.

as for movement, three move points is equal to one grid. For example, armored car has 8 movement points. Your general's move stars are added to these. For example, if Golytsin has 3 move stars, it is a total of 11 move points and therefore Golytsin can only move 3 grids. If you add one move point to Golytsin, he will move 4 grids. You can add one move points either by using a move trainer for Golytsin, or you buy a brass horseshoe which costs some 250-300 medals with a 5-star merchant general.
