I have done some research by comparing AI from Ew6 1804 and other games and have discovered that the AI in all games are similar.
1. Resource Holding I have found this in all of Easytech's games and even in Age of History. AI usually saves up so they spam units rapidly when you least expect it.
2. Targets Strong Units The AI has a love of taking on units with much Heath by spamming, nuking and deploying everything to crush them. I have also discovered this is Age of History.
3. Generals Stay in Position Another thing that the AI system does in almost every single easytech game except Wc2 and Ew3 is Keeping Generals in Cities. The most experienced put up a good fight but usually after they are surrounded it becomes easier.

So the A.I love taking on generals. Do they even attack forts in every game?

So the A.I love taking on generals. Do they even attack forts in every game? Far less than in EW4, if I'm not wrong. That's why I made the argument that forts can bu used as high HP stationary arty pieces.

The AI attacks forts, but it is more likely they will bulid one instead of attack one.

I believe the reason for resource hoarding is because AI will not go over their population limit, nor will they delete low HP units to allow for fresh ones. This is why it is often efficient to allow low HP units to survive so that the enemy cannot produce fresh ones, thereby stockpiling worthless cash.

The code states that the player has a lower population then the AI. The AI highest tax is -70% The player gets -100% taxation. The player is at a disadvantage.

If they cannot, which empirically I have observed this to stand true, the point stands.

True, but again, the strategy holds up in speedruns. Perhaps I only put a necessary burden on myself and a much better strategy awaits!

Nobunaga Oda, even if they surpass the population they will still get 30% of their income.

In that game generals hardly move at all.
