There were a lot of gens who perform poorly IRL and in-game during WW2. I guess he is one of them.

I would think that he was the result of the purge. Not necessarily, the purge created the opportunity for many younger, more dynamic, less traditionally stubborn and politicised generals in the Russian command to rise. This had a significant impact on how the Soviet generals carried out their offensives in the ebb of 1942-1943, with the general counter offensive from 1943 remarked as analogous to and similarly effective as the 1918 Offensive Foch undertook. They were less likely to remain stagnant in obsolete, static operations and could undertake daring, costly yet effective manoeuvres under the broad expansion strategy (as opposed to a deep expansion the Germans had demonstrated previously). Although there were pretty capable generals, the most well known of all being Tukhachevsky, who were removed and purged, considerably less of the senior Soviet generals were left in comparison to a burgeoning number of fresh graduated generals. Combined with outdated/non mechanised equipment (before the full swing of production and imports) the predictable, sluggish tactics by the senior generals might not have provided the necessary defensive and offensive capabilities that led the Soviets to eventual victory

In this particular example, Sokolovsky wasn't that old of a general, but yet was not as bright as his counterparts then (oof). He did do something significant tho, iirc capture of berlin

Stalin purged officers on loyalty not ability. Which is why many of the good commanders (including Rokossovsky and Tukachevesky) were purged. Rokossovosky himself was beaten.
