I think, as Nobunaga Oda said, Napoleon has a lot of raw power which can't be ignored. He must have been the best hybrid in the game. He is good in all the fields but I think that he must have been given all artillery skills. That along with items would make the best general in the game, even better than Suvorov or Murat

There's a post somewhere about how Napolean is always on great units so his actual value is inflated. Clearly the developers did not want him to be the best general in the game, just a good one.

If you ignore the cost then Napoleon will be nowhere close to the best hybrid. His only advantage is being fast on some artillery units, otherwise he would be inferior to Kutuzov, Sophia, and Ney in most cases. There is no definite answer for the sole best hybrid as it varies greatly due to different playing style, but Lannes, Sakurako, and Sophia are IMO the best candidates.
