I think, 1 is more than enough. Does any of these generals have 1-2 navy stars? It might be difficult to finish some campaigns only with Sydney. You can think someone which have at least a couple navy stars.

In terms of infantry I recommend you get 1 general. Since you would want infantry only then I'd go with Suvorov (breaks my heart to say that) or if you want a general that is very effective on infantry and can be used on other units then I'd go with Lannes

Wow... 8 slots... For navy, I would recommend you to get Ushakov because he is a navy-artillery hybrid general. I feel that's enough with Sulkowski+Scharnhorst+Dobeln+Ushakov+Golitsyn! If you want...... 1. Infantry, either Oudinot for a pro, or Yermolov for hybrid. 2. Artillery, I wanted to recommend Sokolnicki, but he is quite expensive. Hmm... Maybe Marmont, he is in tier-1. Or Yermolov. 3. Cavalry, Savary or Ney, both good at smashing forts, Savary is better fight outside, Ney for attacking cities. Savary can be a coastal fort smasher on navy! 4. Navy, Sidney is pro, Collingwood has some artillery stars. 5. Fort smasher, you wouldn't believe, but I find Ney fits siege artillery the best in tier-2! Drummond if you don't want spend much upgrading Ney's artillery. Savary is also a decent one which can be compared to Ney. For infantry Blasius in tier-1. Savary is the best among these on navy.
