Trying everything, but can't get close to Washington. Does anybody have any ideas/tips on how to crack this one?

Never mind, I did it by totally avoiding the middle city and paratroop into the south east one on the last turn.

Take a city on an island and occupy an airfield hold by Dowding. Then your goal is to eliminate Eisenhower and anti-aircraft guns defending Washington. Finally won this on a Perfect Clear. Instead of a strong rush deep into American territory, I chose to back up Manstein's forces and follow him until he falls as well as advance more cautiously.
I used my Pioneer to build Radars to "scout" the size and strength of nearby enemy forces. This is important as you need to advance, but cannot let yourself get surrounded at any point! Plus, you'll also need Radars to look out for the counterattacking forces after anyone crosses the river. Protect your Pioneer to the best you can!
I am paranoid about the potential for fierce air attacks so I used AA Special Forces as well.
Phase 1: War of Glory - Occupy Philadelphia by Turn 9!
At the start, lure the enemy into your defensive position around the mountain clouster. Eliminate the enemy at the edges of the map.
Use your arty to bombard the minor line south of the mountains. Eliminate them. At the same time, your other troops are to take out the troops gathered around each land fort or assist Manstein's forces in doing so. Defeat crippled enemies to stack up your count for the 2nd secondary objective.
When the central city falls, Manstein should attack Philadelphia next. If he moves westward, restart. Try to defeat enemy troops along the NW mountain ranges so that he will not move against them.
Your easternmost forces should sweep aside any troops that block your way to the city. If the central city isn't yours, take the city and its airport.
The tiny facility east of Philadelphia is guarded by a 2X tank. The tank doesn't move unless you approach it.
Phase 2: Eisenhower's counterattack - Defeat 24 enemy units by Turn 12!
The western half of the entire map can be ignored. The enemy troops are stationary unless approached and few troops will join Eisenhower's orders for a counterattack. Just prepare one inf gen with one to two supporting units. Use Radar to spot and defeat any lone attackers moving towards the central city.
By supporting Manstein, he is likely to knock out the ship docked at the port and some nearby enemies. Blast away the troops heading towards Philadelphia as part of Eisenhower's counterattack. Then, move cautiously southward towards the British city at the south. Watch out for British heavy arty along the land fort and in the city itself!
Heal or stack as needed and defeat Dowding from afar. Occupy his airport. Your less essential air gen or gen with 2*s in air should remain here. This gen should be equipped with a paratrooper or SF with such an ability. Otherwise, an inf unit with such capabilities should be beside him. The rest will swing around to the city by the river.
Phase 3: Desperate Assault - Occupy Washington D.C. by Turn 24!
When you confirm all troops that joined Eisenhower's counterattack have been defeated, regroup at the city by the river.
Once all your troops have arrived and recovered, advance cautiously. Once you're at the edge of the short mountain range NE of Washington (a land fort guards the approach), strike!
You have 2 ways to win at this point: 1. Force open a path into the city's centre itself by land. 2. Defeat the enemy's AA troops, empty the city centre and drop a paratrooper.
Either ways, target the city centre. Your troops which are not in range are to block reinforcements that swing around the north and south of Washington.
