Air: Goring/Eisenhower/Yamamoto.
Navy: Eisenhower.

No, Manstein has movement and (some of) his skills are good for artillery. Besides of that does he have 4 stars in it and is a marshall when you purchase him |

Besides of that does he have 4 stars in it and is a marshall when you purchase him You can say that but it would all depend on the play style and whether or not they're willing to spend actual money |

I think best arty for medals were konev as Marshall, but I am not 100% certain |

I love Govorov. He really racks up the kills, and has helped me take out a ludicrous amount of the enemy generals:/
