Treville for Nelson lite or Sakurako for defensive.

Hood has a great basic attack (the second after Nelson). But no tactic master skill. He has alert (great skill for defense in the navy), but no escort (best defense skill for an amiral and the ships around). So he's perhaps the second best amirals when you only need a ship in your conquest or campaign. And not a very good one when you have a fleet. In campaign and challenge on land, he is useful when using in cavalry or artillery due to his very good basic attack and alert skill.
