I suppose so, or at least get your techs close to max out enough to benefit from the stronger attacks a lot and just enough to give your troops some breathing room for a level-up in combat and then regain health for a moment. The health regain benefits just one unit at a time while the tech upgrades benefit ALL units you spawn from your cities and makes it easier to overwhelm the enemy AI (while your allies are the usual morons ofc).

Troop units will be able to reduce 2 damage after they have one more level(for example the highest lvl 4 unit will have (4-1)*2=6 reduced damage every time it gets attacked by army/navy/alien unit. So if you can get upgraded within couple hits(add 5 for every level), but for the damage and shield penetration, I'll say that it worths it. But higher lvl troop is definitely worthless for generals with high output and Ace Forces, for example George S. Patton.
