He is ok on both infantry and artillery. Not necessarily great on either. I’d personally pass on him especially considering his poor movement

Considering the Amount of Slots you get, a hybrid isn't bad. He has IT though, which really dr OP s his value. His stars and other skills more than make up for it though, IMO.

Very underrated general. I think he would be held in a higher regard if he had no fourth skill at all, which makes no functional difference in his abilities.
He is great on infantry (bugle is less important for infantry than strike/accurate are for their respective types) and pretty good on artillery too. 3 training stars isn’t bad either. Probably the best inf/art hybrid in the game.
