I think it is better to make NL, Switz and Nwy impassible until an event happens. Otherwise we get crazy wars with Sweden invading Norway, Italy invading Switzerland and that would mean extra salt. But you decide..

Tier 1:
Agriculture: Grow more food, store more troops. +5 troop space. 4 turns to research it.
Rifle Modifications: Basic infantry upgrade. +1 battle power to infantry units. 5 turns to research it.
Economic Influence: Gain 1 extra turn per phase. 6 turns to research.
Way of Peace: You can sign NAPs but they can't be longer than 10 phases. 5 turns to research.
Tier 2:
Grain Silo: Store massive amounts of food. +10 troop space. 7 turns to research it.
Grenadiers: +1 infantry battle power. 8 turns to research.
Tanks: Unlock tanks. 8 turns to research it.
Battleships: Unlock battleships. 9 turns.
Industrialization: 1 extra turn. 10 turns
Art of War: Able to propose treaties. 10 turns.

Tier 3:
Flamer tanks: Better defending power. +2 battle power each tank when attacked. 12 turns. OR Rocket Tanks: Better attacking power. +2 battle power when attacking. 12 turns.
Airborne Infantry: All infantry moves to places in half the time. 12 turns.
OR
Juggernauts: Supreme infantry fighting force. +2 infantry battle power. 12 turns.
Torpedo Missile: +2 battle power in ship vs ship combat for battleships. 12 turns OR Carriers: +2 battle power when attacking coastal areas with battleships.
Conspiracy: Can incur rebellions in enemy countries with dice throw 10 or higher. Can be done twice per phase on 1 country per phase. 15 turns.

Sweden is actually encouraged to invade Norway, Finland and Denmark so they can from Scandinavia. So maybe make Norway and Denmark passable.

Tier 4: Note that you must have the former specialization to unlock the first two of these.
Oil Barrels: Upgrade to Flamer tanks. +1 BP. 10 turns.
Concentrated firing: Upgrade to rocket tanks. +1 BP. 10 turns.
Specialization Change: Can change 1 and only 1 specialization. 15 turns
Enlistment: can recruit a general of your choice. This can be done once per country. Tag me if you enlist a general, and I will give you his stats. Keep him in this time period pl0x. 15 turns.
Generals can be used 3 times while defending, or once while attacking to highly influence things in your favor depending on their stats.
In 1950: KABOOOOM!: Unlock nukes. 20 turns. Nukes can be built every 3 phases. 3 turns to build.

I see that Władysław Anders forgot the neutral tech but I'll Stil explain them. They go in order. So you need the first one before the second and so on. Allegiance: Can join a side. 5 turns. Development: 1 extra turn per phase. ( so everybody can get 8) 6 turns. Royal farms: +10 troop space. 8 turns. Influence: Can influence non player neutrals to assist you. I'm going to say that depending on how big they are, they can give you armies and such. 10 turns. And finally: Neutrality: Can revert back to a neutral state and not be attacked. All of your neutral tech will be lost, and you will have to research them all again. 20 turns.

For generals, two questions: 1.Can we use WWII generals as we do start in 1925? And then could we use Generals in, say, the Vietnam war once we get to that time period? 2.Is there a certain list of generals to choose from, or can we just choose whatever general we want from this era?

WW2 generals only. Any WW2 generals. Don't worry about how successful they were, no general will be weak. Just pick your favorite.

It's a one use tech. It's not researchable over and over.

You can only roll twice per phase. And if it's succesful on the first roll, you can't just roll on a different country as well hence the 1 country rule.
