For Conspiracy tech do you mean we can only try to roll it for a country twice per phrase or do you mean we can only do a successful rebellion for a country twice per phrase. You can only roll twice per phase. And if it's succesful on the first roll, you can't just roll on a different country as well hence the 1 country rule. Woah woah woah, if you declare war on an alliance, and you border multiple countries of that said alliance, only being able to attack one screws you over. Not only that, but only attacking twice would prolong the war more than last war, and last war you could attack as much as you want!

If you are Ottoman, recruit Montgomery if you want to. Recruit Guderian or Rommel. It can literally be anyone.
Every general will have Attack, Defense, and Naval power.

I choose Inou. Anyway, i want to be more realistic so thats why. But, i must say, that the generals should actually be picked from ww1, why? This is 1925. only 6 years after ww1, while it is about 14 years before ww2. More than a double years difference
