I think after the new update / challenge mode, this debate should actually swing the other way. Imo, Vatutin is now easily better than Roko & Monty cause being able to kill off units matters SO much more and movement is meaningless. Also, you would pick Rommel 100 out of 100 times over Monty and 95 times out of 100. Also in terms of promoting the generals ... gooooood luck farming the medals or spending a bunch of money I strongly disagree with the "damage is the only thing thing that matters" mindset but yeah the price to upgrade a general to max is ludicrous and shouldn't be taken as a strong point against Vatutin since it won't even matter for everyone but the hardcore.

My personal favorite is Monty, because, unlike Roko and Vatutin, he is also perfectly viable on medium tanks. I prefer PL to ToI and Prefer an extra star+3 air stars+extra machinist+Ace forces to Roko's Anti-Armor. However, I bought Vatutin for his price.

My personal favorite is Monty, because, unlike Roko and Vatutin, he is also perfectly viable on medium tanks. I prefer PL to ToI and Prefer an extra star+3 air stars+extra machinist+Ace forces to Roko's Anti-Armor. However, I bought Vatutin for his price. Yes, they are, but his viability makes him more useable for the early game, where no such heavy tanks can be found.
