Who is a better investment? Ruderstad but overall I think yamashita best infantry general Rundstedt is far better! Even Ushijima is almost as good as Yama, and Rundstedt is completely OP, especially with Speedy Special Forces.

Neither. Get Yamashita. WUT?! I like my Generals to do more fixed damage over a chance at attacking again, Its why I also prefer Tide of Iron to Panzer Leader but I guess its playstyle dependent. I'd take Rundstedt over Mannerheim if that makes you feel better

I prefer Guerilla to Fire Suppression because a 50% chance of not taking any damage suits my style more than a 40% reduction in damage. Also, I like Samurai cause poor Yamashita is at the front getting shot at so Leeb and Rommel can Pew Pew. But I think the difference between the two is so marginal that either is really fine.

I think a good infantry general needs Fire Suppression/Guerrilla to stay alive, so I'd go for Rundstedt.
