play as wavell then move your units to land in north Netherlands not Amsterdam, Move your units to attack Hamburg if you already captured Hamburg try to capture Berlin or move units to attack towards Geneva, if you already capture Berlin and Frankfurt and the Soviet annex Bavaria and Italy make your units move and attack towards Spain ( last objective ) and then you win.
