I'm want to dismiss my best general Serurier but I don't want to delete it because he already help me from us campaign to Holy Roman Empire and Russian campaign  Should I delete it ? |

I think so. You can get Massena. Then upgrade his skills (aura first) and experience, and he will rapidly help you much more than Serrurier.

JUST DO IT XD yes you can sell him and farm a little bit to yet Murat or Karl or Mahmoud or Drabowski (I finished the game recently so I recommend the generals according to the ones I use)

You need to upgrade him. You can get experience (and so more power and defense) by using him in challenges, conquests and campaigns. An easy way to progress faster is netherlands 1798 (conquest).
There are a guide and tips here for netehrlands 1798 :
By winning this conquest, you can farm medalls (50 each victory), money, and easy experience for generals. If you try the firsts challenges (french revolutionnary, expedition to Egypt, you can get experience, money and medalls too. So you will have more power to continue the campaigns.
For Massena, first upgrade Infantry master (aura skill) and then Assault.

Sell him. Useless in endgame. Get aura gens, heck I would argue Gates is a gen comparable to Seurier.
