I'm in Level 10 challenge now. My question is where to invest next?

My 4 Tankers are at 4* promoted.
Yamashita and MacArthur have 2*.
Arty is ok with Govorov and Leeb.

I struggle at navy missions (including air). Got Halsey, Dönitz, Nimitz.

What Navy/Air Gens to invest in? Maybe Rundstedt? Where to boost HP with Promotion?

Yamamoto is a good Navy/Air gen.
Rundstedt is best Inf (except Eissenhower) for Challenge missions.

I got it from Halsey. If not Dowding will be the better choice. Nagumo and maybe Spruance would bei good for Navy.
