OK, so Soviet Union is the fastest country you could possibly play. Max Otto von Stierlitz used it to become the best WC3 player ever recorded, and it is indeed, with a little luck, you can complete it in under 40 rounds. Of course Max Otto von Stierlitz beat it in 15 rounds, but we are not all gods. I will be setting it up in 3 fronts. The Balkan Front, The Oder Front, and the Sakhalin Front.
The Balkan Front
Move Govorov to bombard Bucharest. Send Budyonny down there, because Govorov is not a tank general, and therefore cannot singlehandedly cap a city. Budyonny will be a useful enough third party. Put him north of Bucharest, or else Govorov's missiles will also fall on him, and he must survive at least to Belgrade! Once you capture Bucharest, spam field artillery to Belgrade to defeat Kuchler sitting on there. Sofia should be dealt with by an airport. After capping Belgrade, send a few forces south to Athens if it is captured. Not a lot, but enough to beat the tank that would have spawned in there. After this, capture Vienna and Munich. Be wary, for the Germans tend to spawn either Heinrici, Brauchitsch, or Weichs whenever a city is in trouble, and Govorov must survive to Italy. If Krakow is empty, paratroop into it. I also forgot to say, that you must defeat Romania and Hungary or else your Oder Front will not succeed.
The Oder Front
The fighting will mostly be taking place around the German-Polish border, hence the name. Send Rokossovsky, Voronov, and Bagramyan to attack Poznan (West Polish City), and East Prussia. Keep Meretskov as a rearguard against Mannerheim. The Finnish will not be a problemif you destroy their field artillery near Leningrad. At this point, you will meet Guderian and Model. Rokossovsky should engage with infantry and artillery in order to increase survivability. Voronov will have enough punch to handle Guderian. After this, capture Poznan and Konigsberg, and hold and grind on the Oder, while also picking up Prague. If Warsaw has been captured by maybe a lost Horthy, then good for you. You get to spam enough Field Artillery to capture Berlin. Now both the Balkan and Oder fronts will work together.
The Sakhalin Front
This is the hardest, and this is where you need the most luck. Move Shaposhnikov to Kamchatkan Peninsula with Voroshilov. Build a Battleship as soon as possible, and put an EC in it as well. Get Isakov and that EC to battle Koiso. Koiso has a supply skill, and lots of health and resistance, so it will be a while before he is truly worn down. Once he starts to truly take damage, send Voroshilov and Shaposhnikov down. Once Koiso is defeated, direct your attention to the ports on Hokkaido. You must capture the Northern Port, and if you are lucky, it will save you a lot of replacements in Sapporo if you take the southern one quickly. If you can't beware of Nagumo, Koga, and Kondo joining the fray. Luckily, the Japanese paratrooper limit is just south of Sapporo, so you do not have to fear a recapture unless paratroopers have already landed. Send Voroshilov/Shaposhnikov down the neck of the island. Build mines on every hex. This will stave off the paraspam for the next few rounds. You must hold Sapporo. The sooner you have Tokyo, the better. An air general is highly recommended for this, and will make your life much easier. DO NOT, however spawn that air general with Nagumo or Koga around, or he will be toast in the next two rounds. Once you capture Tokyo and Yokohama, you have just ensured yourself victory on the eastern edge of the map! Looking at how AI works, there will be massive clouds of Japanese spam coming to Yekaterinburg. Once you have the money, start building forts and mines if it starts to get threatening. Land in Taipei, and bomb out Hong Kong, and Pyongyang. Once you have accumulated the land forces, rush Changchun and Peking to strangle the waves of Japanese paraspam. The USA will also help you in this. It would be easier to take Shanghai and Nanking by land, then all that is left is Wuhan and Chongking.
Combined European Front
Meanwhile, in Europe, start spamming field artillery out of Munich. To those who know how to fight Italy, you know what to do. Land a couple of Field Artilleries south of Naples, and start bombarding it. This way you will sandwich Rome between Milan and Naples. Rome will soon fall after that. If Govorov is still in a fit state to fight, send him to Sicily, and later Libya. Beware of Riccardi.
In Germany, Cologne will easily fall. Leave Paris to the British and Americans. The Germans at this point probably have Lyon. Send Voronov down there, and he can also later bombard Marseille. After this has happened, you must direct the remaining force at Marseille to Spain. Break into Bordeaux, and if your force has been depleted, spam Field Artillery into La Coruna, and Barcelona. Once Madrid falls, the rest of Spain opens up for you to capture. Move your troops down to Casablanca, and congratulations! You have won Soviet Union 1939
Oh, Wait
There is also the Finnish. Strafe the crap out of Helsinki, and you win.
Just in case Dempsey went inactive, capture the Italian Ethiopian City.
