19 turns for Bulgaria World Conquest. It is the least reliably possible. If you could theoretically kill everything on your way on every front without slowing down and your enemies didn't use many ships and False Intel it is possible to go 18 and maybe 17.

I saw on FB group, there's a player did Belgium 1939 - all conquered at 15th turn and got 48k pts. Don't know he's here or not?. JFYI
