Indisputably, Erich von Manstein is the best IAP in WC3. He is a Patton-Govorov hybrid, a no.2 tank and no. 2 artillery general. He does what Govorov cannot: high mobility while carrying high power and health. He lacks Tide of Iron though, so Guderian outclass him by a bit. Edit: To add, Eisenhower is the second best general since he is basically a Yamamoto + Goring hybrid in terms of capability, so you can save 3100 medals for exchanging Yamamoto with Eisenhower. Zhukov... in terms of being a tank is a bit stronger than Timoshenko but weaker than Rommel since he lacks the final panzer star. He is also a Konev-alternative, but Konev has raider and bayonet charge, and he is outclassed by Bai-Vasilevsky tandem. Your wallet might have limited money already, so Manstein>Eisenhower>Zhukov.

Eisenhower sucks. Economy skills don't make a very big impact in this game, while the rest of his skills suck as well. If you want a navy general better than Eisenhower, get Spruance or Halsey. If you want a land-air general better than Eisenhower, get Arnold or Goering. You are forgetting that Eisenhower has Supply and Explosives. The only navy generals with Explosives are Bradley and Clark. As an army-air force general, he is a super-Student. He can crack easily those cities and then strafe the enemy with airplanes. As a navy general, he can be deployed on a battleship and crack alien fortresses and coastal cities. He does the job of Goring and Yamamoto well, if not better. On alien levels, there are so many cities to crack. If you are going to replace Konev with another Konev (Zhukov is like a Konev), nothing much will change. But if you change Yamamoto who has no explosives, with Eisenhower who has explosives, then you will have a better chance against aliens.
