Tassigny is good if you need 2nd allied infantry general. MacArthur is better, but aside IAP, he comes on top. Unless you want a infantry-air hybrid like Dowding, he is a good choice.
Also, I have questions:
1. Why is axis Ushijama included in the allied tassigny discussion?
2. Who the heck ever thought he was good? Even Boris beats him 1vs1 in fair combat

Lowering enemy morale by 1 lvl is achieved by circling him and it lowers dmg by 5. Plus they'll attack you and get some morale back. It's just not worth it to get morale-based skill. It's not WC4

Essentially, you can approximately have them at morale of completely encircled by them attacking you thrice. |

Wow 3 turns just to make the enemy sad, you should know that under normal circumstances no enemy worth lowering their morale would attack Ushijima 3 times on enemy phase before they bite the dust. |

Lol true. Guys like Patton would wreck him anyway and take fewer casualties. As I said it's not WC4 anymore. While encirclements if safe are worth it (otherwise not so much) having morale-related skill is wasting one.
Back in the release days, when everything was fresh and new De Gaulle was believed to be very good or at least decent - even I believed that. That is, until the morale mechanics were worked out and found negligable
