I mean, it is possible that the IA occupies an allied territory to pass through, but alike you, it can only be possible if that territory has no troops. From the looks of it, it seems like one of the French's army groups was blocked in mainland Europe (my bet is French Army Group North, as they even start without a frontier to fight on unless Belgian falls, which in his picture didn't) so they're trying to send their troops through sea, but y, because sometimes UK blocks the path (in the current turn in the picture it is blocking them) they're just going everywhere trying to go around the block.
I think I see Leeb on Frankfurt, so I guess you're playing as the Belgians, which is not only hard, but also bad because it blocks French's north group if it doesn't fall, causing situations like the one you're showing us.

MAYBE Germany send a paratrooper (they never do but MAYBE) or you don’t see a unit and France take that part of Britain |

The thing is that it is not known if Germany took that because the play as Belgium and Belgium, the first thing it does is close the exit from Germany to the sea and that is why it is not known if France landed there by mistake or because a German ship managed to arrive who knows how |
